Excellent questions! As I learned last summer, if you are in Iowa City ramps are parking garages.
That picture isn't very sharp but ramps are in the allium family, so are related to onions, leeks and garlic. I've never had them but they are supposed to be tasty and extremely stinky. The latter is why I didn't get them.
